About the
ICT4EMPL Future Work Project
The ICT4EMPL Future
Work project aimed to inform policy of new forms of work and pathways to
employability mediated by ICTs - Information and Communications
Technologies. The ICT4EMPL research project on how ICT can
support employability is in the context of of implementation of the Europe
2020 strategy and the Digital
Agenda for Europe.

ICTs are continually changing the practices and possibilities of work:
the way that tasks are executed, how they organised; how human capital
is contracted, exploited and developed; the relationship between those
who offer work, and those who have the skills to demand work; the
opportunities for different sorts of people to work; and the ways and
places that people are able and choose to work and develop their
working life. The ICT4EMPL Future Work project captures some of the
ways work is changing, and seeks to identify whether this offers
opportunities for policy to promote employment, growth, or deal with
new challenges to labour markets and employment conditions, such as
creating new barriers to participation in the labour market and youth
unemployment. For more information, see Skills

The ICT4EMPL Future Work project developed, produced overview
reports on the state of play of crowd-sourced labour,
crowdfunding, internet-mediated volunteering and internet-mediated
work exchange (timebanks and complementary currency). These
activities explored in relation to key themes of opportunities for
entrepreneurship and self employment, skills and social
inclusion, and transition from education to employment
for young people
This wiki is a part of the overall ICT4EMPL Future Work
Project. It is a knowledge base that informed the final report
describing the state of the art of knowledge on internet-mediated
volunteering in general, in the different European
traditions, specifically related to either the adoption of
online and mobile ways of operating by volunteering services, or
new 'born-digital' schemes. This report includes the
collection of short (two-three page) case studies of organisations
in different European countries involved in or interested in
online volunteering. This part of the study is on the state of the
art of knowledge on internet-mediated volunteering in general, in
the different European traditions, specifically related to either
the adoption of online and mobile ways of operating by
volunteering services, or new 'born-digital' schemes.
The objectives of this overall ICT4EMPL study are
- To create a
database of examples in the form of both short and longer case
studies;
- Understand
the scale and scope of activities in each field, based on
existing data;
- Develop a
state of the art understand (understanding of?) the dynamics of
activities in these fields, the key actors and stakeholders, and
entrepreneurs and the challenges they face;
- Understand
who uses these systems and why.
- Document and
analyse how the use of these systems affects the working and
non-working lives of users;
- Draw
conclusions for our understanding of employability and
employment in the future, including challenges and
opportunities.
- Identify the
Policy relevance and opportunities for policy action.
- Identify
areas of future research
These objectives
can be articulated in some primary research questions.
- How do
new Internet-based systems based on exchange or donation of
labour, or capital provision operate from both the user and
operator perspectives?
- What are
the opportunities and challenges that each of these types
services present to policy?
The objectives
for the part of this study related to internet-mediated
volunteering:
- Produce a
state of the art review to understand the dynamics of activities
in internet-mediated volunteering, the key actors and
stakeholders, drivers and barriers, uptake and usage, outcomes,
and challenges for users, donors and service operators, with a,
based on literature and interviews if necessary.
- Contribute to
data base of examples with 8 short cases;
- From short
cases, and state of the art review, contribute to understanding
service goals and effectiveness, user motivation and outcomes.
- Identify
overall policy relevance
- Identify the
challenges facing the actors, and opportunities for policy
action to support them.
- Identify
areas of future research.
The
findings of the above work will be combined by IPTS to produce a
report for policy makers to be published at the end of 2013.
The final paper may be published in a journal by the University of
Hertfordshire later in 2013.
The primary editor of this wiki, and the primary researcher on
this part of the project, was Jayne
Cravens, who also authored the final paper.
